Jackson County Farm Bureau [150] Stage II Resolution

Whereas, the purpose of the Jackson County Farm Bureau is to better the conditions and efficiency of agricultural producers and promote a wholesome and desirable rural life through education, information and other such programs;
Whereas, the agriculture industry is the largest revenue generator in Jackson County, Texas and has already lost prime agricultural lands in the Palmetto Bend Dam Stage 1-Lake Texana;
Whereas, the Lavaca-Navidad River Authority has ordered a feasibility study on the so-called Stage II of the Palmetto Bend Dam that evaluates only the options of a reservoir via damming of the Lavaca River or an off-channel reservoir as solutions for future water needs for industry and urban areas;
Whereas, the Texas Farm Bureau policy on surface water states, “We oppose the construction and funding of large reservoirs, dams, channelization and channel realignment projects that create a large loss of ta base, destroy enormous agricultural acreage for the advantage of cities, recreation, or other uses of state water detrimental to agriculture, unless the water project would have less of an impact on agriculture and rural Texas than other potential water projects in addressing those water needs. Instead, we recommend smaller, more economically-efficient dams and reservoirs located closer to the point of utilization. Construction of reservoirs along streams for urban use should be paid for by the users of the water.”;
Therefore be it resolved, that the jackson County Farm Bureau Board of Directors unanimously oppose the construction of an additional reservoir in jackson County, Texas on behalf of its 2,076 members within the county and the 439,000 member parent organization, Texas Farm Bureau.
Be it further resolved, that the LNRA make every effort to evaluate all options available to avoid construction of a new reservoir, including but not limited to desalination and aquifer storage and recovery.
